Remarks made at several panel discussions are summarized in this narrative report. The discussion topics and speakers include: (1) public education and testing--Tom Tomlinson, Ann Kahn, Herb Mack, and Jean Nazzaro, with remarks by Patricia Albjerg Graham; (2) standards regarding testing--Walt Haney, Barbara Lerner, Ann Cook, Willo White, and Bob Solomon; and (3) minimum competency testing--Edith Petrock, Peter Airasian, George Madaus, Merle McClung, and Hayes Mizzell. The appendices include a paper by Barbara Lerner on the Supreme Court and professional standards for testing; Willo White's memorandum, "Call for Information on Test Misuse and Abuse;" the Education Commission of the States' paper on policy issues concerning minimum competency testing; Peter Airasian's paper,"Pre-measurement Issues in Minimal Competency Testing;" and "Measurement Issues and Consequences Associated with Minimal Competency Testing," by George Madaus.
