Implications of American Democratic Civic Ethics for Schools.

The pamphlet contains proceedings of a panel discussion about key issues surrounding the Ethical-Citizenship Education (ECE) movement. The five panelists represented institutions of higher education, the U.S. Office of Education, and a national research organization. Three questions served as the basis for discussion: (1) what are the core civic ethics of American democracy? (2) what is the school's responsibility for teaching these core civic ethics? (3) what immediate action might the school take regarding instruction in these core civic ethics? The following elements were seen to comprise core civic ethics: respect for individual dignity and group consensus, equal opportunity and justice under the law, and belief in public responsibility. The school's responsibility was seen to be one of indoctrinating children with core ethics, especially at this time of weakening influence from church and family. Teachers should be examples of values in action, and the classroom and playground should serve as arenas for values dialogue. Possible immediate courses of action include developing national and local leadership for ECE, identifying common competencies and civic ethics that are essential for contemporary adult life, and solving the problems of fiscal inequities among states so that opportunities for ECE program development can be equal.
