This report is a collection of twenty papers which focus on the development of a rational and relevant philosophical premise upon which a national effort can be initiated and pursued to employ technology in services to the handicapped in general and the blind in particular. Special attention was directed to the identification and demonstration of applications of science and technology to the education, training, and employment of the blind. Recommendations are made for program and financial activities to be pursued by state agencies and consumer organizations of the blind in the implementation of a viable technology-based program of rehabilitation. This report is appropriate for introductory-level text for inservice training of rehabilitation staff in the philosophy and application of technology and telecommunications in services for the blind.
