This report contains an introductory paper by Robert E. Stake, "Program Evaluation, Particularly Responsive Evaluation," to a conference, "New Trends in Evaluation," at the Institute of Education, Gothenburg University, Sweden. Also included are comments on State's paper by two invited discussants, Eskil Bjorklund and Terence Marton. It further contains summaries of the group discussions (in Swedish) together with lists of participants. Stake states that the choice of the general strategy and the particular methods for an evaluation study must depend on the questions to be answered, and for answering some kinds of questions, responsive evaluation is a better alternative. He mentions two major program evaluation models: the informal study and the pretest/posttest model, based on prespecified behavioral objectives. In comment, Marton states that responsive evaluation, can be seen as a denial of, an alternative to, or a special type of educational evaluation, and comments on its relationship to other areas of evaluation.
