The Association of Higher Education Facilities Officers surveyed its members in 1993 regarding the effects of severe budget reductions. From 1,500 surveys mailed, there were 388 responses. The responses indicated the importance of a number of factors in institutions undergoing downsizing. Important factors included: a mission statement, the morale of retained staff, an empowerment paradigm, strategic planning, adjustment of service levels, innovation, training, productivity, and efficiency enhancement.
