This report discusses world-wide efforts to provide health services in centers that are outside institutions and provide ambulatory care in the patient's home. Emergency services, although a form of primary care, are dealt with only to the extent that they are part of an organization designed to provide general primary care, but not where they are independent or attached to a hospital. Topics covered are: (1) staffing patterns of primary health care centers; (2) teamwork within the centers; (3) range of services provided; (4) record keeping and information utilization in patient care; (5) management and decision making; (6) organizational structures; (7) primary health care and the community; (8) financing of centers; and (9) distinctions between socialized and pluralistic systems of primary health care.
