This volume is intended to help public administrators and attorneys deal with the legal problems in Pennsylvania public sector labor relations. In it, the Pennsylvania Labor Relations Board is discussed and public sector labor relations court decisions are cited. The volume is intended to be a reference book and to reveal inconsistencies in decisions concerning public sector bargaining. The first three sections discuss the fundamentals of the Pennsylvania Public Employee Relations Act, its applicability, and how elections are held. Section 4 covers bargaining units and special classes of employees, including school units, county and court units, hospital units, and others. The next three sections discuss bargaining and exclusions from bargaining. The concluding sections deal with unfair practices, strikes, hearings and procedure, judicial review, police and firefighters, arbitration, and injunctions. A lengthy appendix contains copies of Pennsylvania forms used in public employee labor relations, the text of the Pennsylvania Public Employee Relations Act, and the rules and regulations of the Pennsylvania Labor Relations Board.
