This report consists of an analysis of what a number of Canadian communities believe to be and ought to be the purposes of education in their elementary and secondary schools. A questionnaire was constructed consisting of 29 basic questions offering several options and coded for computer analysis of replies. Eighty copies of the questionnaire were sent to each of two selected boards in each of the ten provinces and to one in the Yukon Territory. Each community distributed the questionnaires as follows: 60 copies to the general public, both parents and nonparents; 10 copies to students between the ages of 13 and 19; and 10 copies to teachers and administrators. Of these, 1,540 were completed, an unusually high return of almost 92 percent. The questions, replies, and detailed discussions of the opinions expressed by the respondents are presented. (Author/MLF)
