Primary School Inspection: A Supporting Service for Education.

The first section of this summary report is directed to an examination of the nature of the functions of inspection in the six countries examined--Algeria, Nigeria, Pakistan, Peru, Venezuela, and Zambia--and consideration of the content of effective monitoring of and advising on the work of teachers and schools. Conditions that make it possible for inspection to achieve valuable results are discussed. In the second section, these preconditions are related to some common features of the state of primary education in the six countries in order to identify some of the main development problems to be found in them and the implications of these problems for inspection; namely that there are certain minimum preconditions for inspection to be effective. The third section analyzes the results of the study of the organization and functions of primary school inspection. Finally, the report presents some conclusions and recommendations, it being clearly understood that there is no model or ideal situation regarding inspection activities against which the situation in each country can be compared. Certain principles and guidelines that may be followed by educational personnel responsible for planning and controlling inspection are, however, stated.
