Wisconsin's Shrinking Educational Advantage: The Internal "Brain Drain" Reexamined. Wisconsin Policy Research Institute Report, Volume 2, No. 6.

A one-year follow-up study of a 1988 report on Wisconsin's internal "brain drain" indicates that the state's historic educational advantage is shrinking. Assessment of performance on the American College Testing Program (ACT), the Preliminary Scholastic Aptitude Test (PSAT), and the Scholastic Aptitude Test (SAT) reveals that scores are declining and approaching the national average. Wisconsin does not compare well with neighboring states in general academic preparation nor in opportunities for academically talented students. The following findings are discussed: (1) since few Wisconsin students take the ACT and SAT, it is misleading to compare Wisconsin's seemingly high ranking with states having much broader participation; (2) high school juniors in other states outperform those from Wisconsin on the PSAT, which is administered under uniform and comparable conditions and is taken by a high proportion of juniors; (3) Wisconsin's historically high scores on the ACT, PSAT, and SAT are declining; (4) surveys indicate a decline in citizen confidence in the state's public precollegiate education; (5) participation in the College Board Advanced Placement Program has increased greatly, but the percentage of students who took at least one examination decreased dramatically; (6) participation in the Midwest Talent Search has increased dramatically but a large gap remains between Wisconsin and several other midwestern states; and (7) significant numbers of the state's most able high school graduates are not targeted for recruitment by the state's public institutions of higher education, nor are they at an advantage for college admission nationally. Statistical data are included on 12 graphs. Two illustrations of a model of an integrated gifted education program are also included. A list of 18 references is appended. (FMW)
