Prepared by a task force of Wisconsin educators, these guidelines are intended to be used by school board members, administrators, and curriculum leaders, including teachers, library media specialists, and other educators, to ensure that the school library media program is an integral part of their school's instructional program. Designed to provide the information essential to the development and maintenance of effective school library media programs, the guide (1) describes a logical framework for planning, development, and evaluation together with guidelines for writing building-level objectives and long-range plans; (2) focuses on diversity in library media program development; (3) focuses on the school library media specialist's important role in implementing the total instructional program; (4) suggests realistic requirements for effective library media programs; (5) takes into account the value of human and material resources within, as well as outside, the school district; and (6) focuses on the importance of effective relationships with other types of libraries, including public and university libraries. Following an overview and discussion of the guide's purpose, guidelines are presented in four sections covering library media programs on the building, district, area, and state levels.
