This vocational education handbook for secondary schools in Wisconsin is designed to serve as a resource for local coordinators and persons who plan and develop vocational programs for comprehensive high schools. The first of eight sections focuses on general and administrative guidelines. Among the areas included in the section are (1) administration of vocational education; (2) organization, role, and responsibilities of state education; and (3) benefits of vocational education. Focusing on planning, section 2 discusses the long-range planning format, the local long-range plan, and areas of attention in federal legislation. Among the topics addressed in the manpower development section are manpower planning, steps in initiating vocational programs, vocational equity, adivsory committees, alternative delivery systems, and student organizations. Section 4 focuses on vocational personnel. Vocational education evaluation and reporting is described in the fifth section. Focusing on funding, section 6 describes the history and philosophy of federal funding, funds available for secondary education, general accounting for program applications, priorities for expenditures, and alternative fundings sources. Section 7 gives general procedures and guidelines for accounting and presents sample accounting forms. Section 8 contains a glossary of terms. Appended material includes a list of funding sources, compulsory school attendance guidelines, and suggested program improvements. (LRA)
