For the last four years, Wisconsin's rural manpower program consisted of three program units--Rural Services, Migrant Services, and Teacher Placement Services. These services reported to and were coordinated by the Director of Central Operations. Ongoing shifts in program emphasis and an extensive reorganization of the State Employment Service (renamed the Wisconsin Job Service) changed the Central Operations Bureau's missions and its relationship to other bureaus within the agency and to local offices. Local offices merged unemployment insurance and employment service functions. Rural branch and community offices began performing both claimstaking and placement functions. In some rural local offices, Job Service program mergers affected WIN (Work Incentive Program), Food Stamp, and operations funded by CETA (Comprehensive Employment and Training Act). This 1975 annual report presents information on cooperative arrangements with other agencies; staff training; economic developments; farm employment, wage, and unemployment trends; impact of mechanization and marketing practices; special services by migrant coordinators; mobility of rural workers; services to rural clients and minorities; new programs and pilot projects; public relations; evaluation and problems; farm placement operations; day-haul activities; and interstate migrants and seasonal clearance activities.
