A 1972-73 survey of 50 medium-sized public school districts in Wisconsin took 16 variables into account, including teacher salaries and experience, geographic region, and district revenues, in determining that collective bargaining had little or no influence on pupil-teacher ratios. (RW)

A disaggregated empirical study using the production function model with multiple regression statistical techniques found that comprehensive collective negotiating processes in Wisconsin's public school districts had no significant effect on the improvement of teachers' fringe benefits in 1979-80.
