Long-Range Program for Development of Virginia's Libraries, 1984-1988.

The 1979 Governor's Conference on Library and Information Services analyzed the needs of the library and information community and resulted in 47 resolutions intended to improve library and information services in Virginia. The long-range plan presented in this document sets forth the status of library development in the state, examines the needs of the state's libraries, and suggests possible ways of meeting these needs over the next 5 years. The needs were determined from reports submitted by local librarians to the State Library, by observation and surveys made by State Library staff, and through consultations with librarians and trustees. This report addresses the resolutions within the framework of LSCA (Library Services and Construction Act) and comprises sections on: Needs Assessment; the State Library; Public Libraries; Institutional Library Service; Service to the Visually and Physically Handicapped; Academic Libraries; School Libraries; Special Libraries; Plan for Library Development; Dissemination of LSCA Program Results; Coordination of LSCA with Other Library Programs; Criteria Used in Awarding LSCA Funds; and Evaluation of LSCA Projects. Attachments include the Governor's Conference resolutions; guidelines, requirements, and standards for various types of libraries and evaluation criteria; lists of members of advisory committees and councils; and the basic state plan.
