CETA/Education Linkages: A Look at Problems of Short-Term Funding.

This publication reports a Virginia study of the structure of local education divisions, community colleges, and other organizations capable of delivering service to Comprehensive Employment and Training Act (CETA) clients. Its purpose was to determine how short-term-funded projects can utilize facilities and personnel with minimum disruption to those organizations. Section 1 overviews CETA in Virginia. The first part of section 2 examines the state-level mechanisms that exist for delivering services to CETA clients and for providing vocational education to the general population. These state agencies are discussed: Governor's Employment and Training Council, Department of Education (Vocational and Adult Education), Virginia Community College system, Virginia Employment Commission--CETA Division, and Virginia State Advisory Council on Vocational Education. The second part of the section contains thumbnail sketches of the scope of CETA/education linkages in four sections of the state--Arlington County, Peninsula Office of Manpower Programs, Regional Operations Center #1, and Regional Operations Center #5. Section 4 focuses on types of institutions used most frequently by CETA prime sponsors: public secondary schools, skill centers, community colleges, and proprietary schools. Procedural and policy issues and specific problems of CETA programs are discussed and recommendations made in section 5. (YLB)
