Regional Workshops on CETA/Educational Linkages.

This document presents a summary of the proceedings of five regional workshops in Virginia which focused on planning for future involvement and linkages, as well as giving an orientation to the capabilities and operational philosophies of both Comprehensive Employment and Training Act (CETA) programs and educational organizations. Following presentation of workshop rationale and overview, the first section focuses on the development of linkages between proprietary schools and community based organizations and CETA agencies. Among the issues identified are that CETA agencies do not have a clear understanding as to the types of programs and services that proprietary schools can offer. Section 2 presents issues, strategies, and recommendations for the development of linkages between community colleges and CETA agencies. A major issue discussed is the lack of apparent stability associated with CETA funds which make long range planning at community colleges difficult. A final section focuses on CETA's relationship with local education agencies. Among the concerns identified in this section are (1) negative CETA publicity, (2) differing fiscal years, (3) CETA philosophy of being concerned only with economically unemployed, and (4) CETA emphasis on short term skill training. Appended is a list of workshop participants and a summary evaluation. (LRA)
