Surveys of Canadian and U.S. associations compared the two countries' certification processes for paraprofessionals. Using the Canada-U.S. Free Trade Agreement and its effect on the service sector, it was found that cultural differences complicate transborder occupational mobility, a finding with implications for Europe in 1992.
