This bulletin addresses all concerned with examinations for the Certificate of Secondary Education, particularly teachers, with suggestions to improve the efficiency and fairness of examining. The bulletin is divided into two parts: Part I - Examining Techniques: General Principles, covers such major subjects as objectives of the course, analysing the written paper, teachers' assessments, moderation, the external and internal examination, the danger over examining, and standards; and Part II - Examining Techniques: Statistical, provides an introduction to basic statistical techniques with disscusions of distribution of marks, describing the distribution, the correlation co-efficient, weighting and the relationship between different parts of an examination, common form or scale of scores, item analysis, and some suggested ways of carrying out moderation. A list of references, a bibliography, and appendices containing samples of statistical analyses are included. (LS)
