This paper, based on lectures given during a tour of Czechoslovakia, outlines how the county of Hertfordshire, England has endeavoured to meet its obligations to education, industry, commerce and professional personnel in the dissemination of scientific and technical information. During the first ten years of development, the program has ensured the full integration of the library into the educational program for each college served; and that the students have been trained to understand their use and the exploitation of sources of information. Librarians were appointed to each college with special responsibility to develop these concepts. Other areas considered in this comprehensive view of the Hertis Information Service include: personnel, personnel training, user needs, user training, bibliographical problems, liaison, and resources.
