Overseas Students and Government Policy, 1962-1979.

Government policy in Britain from 1962-1979 that affects overseas students is examined. The following areas are covered: fees, funds, and quotas; accommodation and welfare; and immigration, employment and race relations. During the period from 1962-1979 government involvement in overseas students' affairs has largely related to increase in fees, occasionally to hardship funds, and to the limitation of numbers. The Overseas Students Welfare Expansion Programme came about in March 1961 when the government decided to provide financial aid for approved organizations willing to undertake the creation of additional residential accommodation where it was acutely needed. The scheme was established to meet the needs of Commonwealth and overseas students, and the principle of differential charges for students classified as overseas for tuition fee purposes was given ministerial approval. The 1971 Immigration Act provided that students from EEC countries were not subject to previous restrictions on taking employment and residence permits were a formality. The 1976 Race Relations Act introduced a definition of 'overseas student' that includes more immigrants than the previous definition. Appendices include information on: changes in tuition fees in British institutions of further and higher education; major political crises abroad affecting or resulting in large groups of overseas students in Britain; and major parliamentary debates on overseas students in Britain.
