Government relocation assistance programs, designed to move unemployed workers from areas where suitable employment opportunities do not exist to areas where jobs are available, were examined in detail for Sweden, the United Kingdom, France, Canada, and the United States and briefly for Norway, Denmark, Holland, Belgium, West Germany, and the European Coal and Steel Community. Data were derived from interviews with labor market authorities in each country. Generally, relocation assistance in each country covered the cost of transportation from the home area to the new place of employment, the cost of the removal of personal possessions, and a starting or settling-in allowance. Major deterrents to mobility included: (1) lack of adequate housing in areas with employment opportunities, (2) reluctance to leave the home area and (3) lack of knowledge of the availability of relocation assistance. Efforts to bring jobs to depressed areas through inducements to industry should be supplemented with efforts to move the unemployed, or underemployed worker to areas where employment is available.
