Examined are the number and distribution of persons engaged in research and development in the U.S.S.R. Quantitative comparisons are made between Soviet and U.S. research and development employment. Data indicate that the estimated number of scientists and engineers in the U.S.S.R. substantially exceeds the number in the U.S. (Author/CS)

The evolution, purposes, and administration of teaching-research-industry complexes in the Byelorussian Soviet Socialist Republic, established to improve the coordination of specialist training and industry productivity and technology, are described, and industry progress made in recent years as a result of these programs is outlined. The bibliographic methodology of citation tabulation was applied to the problem of identifying highly cited Soviet scientific papers (in Science Citation Index). Findings indicate that lists generated are indicative of areas of strong Soviet research and that institutions producing these papers include the most important Soviet labs. (Author/JN)
