Costs Associated With Desegregation in Texas Public Schools.

The purpose of this study was to determine what additional costs are associated with desegregation efforts in Texas public school systems. A questionnaire was developed around seven main areas: 1) student membership and professional staff data, 2) additional personnel costs, 3) facility costs, 4) student transportation costs, 5) instructional program costs, 6) public relations program costs, and 7) court costs. Superintendents of school districts in Texas with more than one elementary or secondary school were asked to respond to the questionnaire with data for the 1972-73 school year and for the year prior to 1972-73 in which desegregation costs were greatest. Among the conclusions of the study are the following: 1) large school districts incurred the greatest desegregation costs in relation to student enrollment, 2) the percentage of minority students enrolled in the district was greater in metropolitan school districts, 3) closing of serviceable school buildings due to desegregation programs produced a significant capital loss in school districts confronted with this problem, 4) transportation costs were not as great as some opponents to school busing indicated, and 5) court costs were minimal when compared to other desegregation cost categories.
