This report deals with those students who have managed to negotiate the educational system and have reached college without acquiring sufficient reading skills. A brief review of the literature on college level reading programs serves as an introduction to an overview of the remedial reading programs now underway in Texas junior colleges. A case study at Ranger College showing the overall average reading level of entering freshmen to be between third and fourth grade gives some insight into the gravity of the situation. A survey of the Texas public junior colleges shows that only nine of the fifty-two schools have no reading laboratory courses offered. High minority enrollments did not necessarily result in a higher percentage of enrollees in reading development courses. A number of needed studies in the field of reading development are proposed. Included in the appendix are three representative programs giving objectives, procedures, laboratory equipment, and an evaluative instrument, as well as enrollment figures in representative reading programs.
