This annual report provides a narrative description of the activities and accomplishments of South Carolina's technical college system during 1989-90. Following introductory comments, a list of the members of the State Board for Technical and Comprehensive Education, and a chart showing the Board's executive staff organizational structure, the report traces the history of technical education in South Carolina, focusing on legislation, funding, and the technical system's development. A list of Board publications is followed by a brief description of Board responsibilities for administration, instructional programs, and industrial services. The next sections offer a summary of pertinent facts about technical education; describe innovative training and technology programs; and review the activities of the Economic Development Division, including a list of Special Schools conducted by the division; information on the number of trainees completing programs each year from 1961-62 to 1989-90; 1988-89 and 1989-90 statistics on plants served, number trained, percent dropped, percent of trainees by race and sex, average age, and average education. Next, profiles are provided of the 16 South Carolina Technical Colleges, focusing on such areas as significant events, new programs and services, policy changes, student honors, equipment purchases, and various institutional accomplishments. A series of appendixes provide data on degrees and certificates awarded, enrollments, finances, degrees and programs offered, the text of the Employment Revitalization Act, and placement data. (JMC)
