Using the Workforce Investment Act of 1998 to Benefit Youth with Blindness and Visual Impairment

Overbrook School for the Blind (OSB), a specialized school serving students with blindness and visual impairment, has provided, since the early 1990s, paid summer work experiences as part of the school's Work Experience Program. In this article, the authors discuss how OSB has strengthened its original program as a result of the Workforce Investment Act (WIA) of 1998. To provide the necessary job support services for the students, OSB created the Career Help at Overbrook for Individuals who Choose Employment (CHOICE) and Individual Development through Employment Assessment and Learning (IDEAL) programs. Moreover, the 1998 legislation placed more emphasis on coordinating employment training and workforce development programs for adult workers who are dislocated, economically disadvantaged, or unemployed. The new legislation also revamped youth programs. Instead of previous focus on summer programs, the legislation requires a year-round approach with follow-up services for at lease 12 months after the youth services are provided. The program now focuses on long-term vocational learning, objective assessments that identify an individual student's work program needs, and the development of an individual service strategy. In the past, when the focus was limited to summer experiences, youth programs did not always have linkages to those types of activities. (Contains 4 figures.)
