Pennsylvania's school districts and area vocational-technical schools are required to submit long range plans to the Pennsylvania Department of Education every 5 years. These plans are intended to direct resources toward improvement of educational programs and services, school management, and student achievement. The planning process is to include needs assessment, development of action plans, implementation planning, and evaluation in five areas: educational programs and services (curriculum and instruction), school management, personnel development, community and staff involvement, and the use of nondistrict resources. This document lists the outcomes desired in each of these five areas, the general processes to be followed to achieve the outcomes, and the specific activities that school districts are required to follow in their long range planning efforts. The major focus of the text is on the specific items of documentation that districts must include in the plans submitted to the department of education. Districts are permitted to add to these required materials as they shape their plans to their own needs. Appendixes list definitions of terms, provide sample reporting formats and other forms, present guidelines for midpoint progress reports and final evaluations, describe the registration of plans, and list reporting requirements.
