A Strategic Plan for the Oregon State System of Higher Education, 1987-1993.

A strategic plan for public higher education in Oregon is presented. The state system mission and missions for eight institutions included in the system are articulated. Topics covered in an overview of the state system include the student population, degree and extension service programs, program quality, and research grants/contracts. Six main needs for the next 6 years to maintain program/service quality are identified. Also considered are trends and assumptions about: the economy, enrollment and student characteristics, the curriculum, research, libraries, costs, the faculty, equipment and facilities, new technologies, the campus environment, resource-sharing and cooperative arrangements, and outreach and program delivery. Sixteen planning goals for the state system are listed. Topics in a section on access to higher education opportunities include: the distribution of academic programs, tuition, financial aid for special populations, advising, and summer session and continuing education. Also covered are programs to strengthen Oregon's economy, coordination of higher education programs, accountability, and achieving excellence in 13 specific areas of concern. A total of 44 recommendations are presented, along with a six-page summary of the strategic plan. (SW)
