Educator and Leadership Challenges in Selecting and Implementing Evidence-Based Interventions in Schools and Districts: Preliminary Findings from the EBITE Training Program

The purpose of this study was to describe challenges identified by participants from three cohorts in a methods training workshop meant to strengthen evidence-based intervention knowledge and practice. Since passage of the "Every Student Succeeds Act" (ESSA), educational leaders and decision-makers have been charged with ensuring that their school-improvement initiatives are evidence-based and achieve identified outcomes for students and schools. However, there are often challenges and barriers to the selection, implementation, and evaluation of evidence-based practice for school/district educators as well as higher education partners. In addition, developing and delivering capacity-building trainings can be challenging. Three data sources were used to identify specific challenges and experiences by participants across the EBI-use continuum: a pre-workshop survey, daily workshop "exit tickets" (Leigh, 2012), and summaries of coaching activities for each team. Across all participants, pre-implementation, resources and capacity issues, familiarity with language regarding ESSA, the process of searching for EBIs, and decision-making around EBIs were rated most challenging. In daily workshop exit tickets participants noted barriers they would encounter in implementing elements of the continuous improvement process. Coaching summaries indicated that a wide variety of supports from the training team were valued and utilized by participants in the year following the training. Needs of educators in many areas were identified as well as strengths of EBITE methods and content, providing guidance for future trainings.
