The report evaluates the 1985-86 Special Education Attendance Improvement/Dropout Prevention and Dropout Prevention (AIDP/DPP) programs as they operated in 45 New York City sites. City tax-levy DPP funds were allocated during the 1985-86 school year to the Division of Special Education to expand existing state-funded AIDP services for at-risk handicapped students at the middle-school level. The program served 2,343 students with an average age of 15 years. Eligible students included those who had more than 15 unexplained or unexcused absences during the previous semester (or 30 during the entire year); those characterized by limited English proficiency, school failure, or over-age; and selected students classified as emotionally handicapped. The service model consisted of six components: facilitating services, attendance outreach, counseling, health services, school linkages to promote smooth transition to high school, and alternative education emphasizing vocational and work-readiness skills. The program was evaluated using data collected from student records, staff surveys, and interviews with administrators. Data indicated that of the students receiving a full year of service, 34% improved their attendance, while approximately 40% showed an improvement in the proportion of subjects passed in 1985-86 when compared to their 1984-85 grades.
