A demonstration project, called the Cultural Voucher Program, was implemented through support from the Fund for the Improvement of Postsecondary Education of The Department of Health, Education, and Welfare. The project enabled cultural institutions to reach a new public, develop new educational programs specifically suited to the needs of new audiences, and document their impact on previously underserved groups. Rather than funding institutions to conduct "public" programs through direct block grants, the Cultural Voucher Program awards vouchers to target audiences, enabling them to purchase services of their choice from authorized cultural institutions. Money is provided, in the form of vouchers, to selected cultural institutions. Vouchers can be redeemed for cash by the institutions. Each cultural institutions is also provided a salary with the community groups. Between September 1975 and August 1977, more than 600 separate projects were undertaken by 23 participants. A description is provided of the establishment and operation of the three-year program, and outcomes and future plans are described.
