Dual-Role Chief School Administrators' Prioritization of Roles and Responsibilities in New Jersey Public Schools

This study examines the prioritization of various roles and responsibilities common to individuals performing the job of dual-role Chief School Administrator (CSA), which is an educational leadership position in which one leader performs the duties of the superintendent and the principal in the same school district. In New Jersey, where twenty percent of districts are led by dual-role CSAs there is only one study conducted in the early 1980s. An understanding of how those who currently perform the job prioritize their roles and responsibilities provides valuable information to current and future practitioners, the school boards that hire them, and the leadership programs that train them. This study was conducted using a quantitative, online survey, research design. Analyses were performed to determine the highest and lowest prioritized roles and responsibilities; and how those priorities are affected by demographic differences including school enrollment, district enrollment, grade-level configuration, census designation, years of service, and additional roles beyond superintendent and principal. The main findings of this study indicate that leadership roles and responsibilities including role modeling, leading change, and communication are the highest prioritized items, while financial management, student discipline, and oversight of student activities were the lowest. This study provides a basic set of priorities that those new to the position can use to gauge where they focus their efforts as they learn the job and understand their unique district setting. Additionally, there are recommendations for school boards hiring for the position to develop district priorities and create articulation opportunities for dual-role CSAs. Leadership programs preparing school leaders for this position should review their programs and include specific components to address the needs of those performing both jobs simultaneously.
