For at least 40 years, Newark's name has been practically synonymous with poverty and crime. Its troubled image had roots in reality. For too many families, Newark has been a hard place to raise children. For too many children, it has been a rough place to grow up. But there are signs of change, as found in "Newark Kids Count 2007," an annual report by the Association for Children of New Jersey on the well-being of the city's children and families. Among its findings: (1) Juveniles in Newark were no more likely to be arrested for violent crime in 2006 than youth in New Jersey as a whole; (2) The city has fewer children. The percentage of children in the population has fallen to about the same level as Essex County and the state; (3) The number of children in families below the federal poverty line has declined sharply; and (4) The percentage of young adults enrolled in college is climbing. Troubling signs include: (1) While arrests for violent crimes were down among juveniles over the last five years, arrests for weapons stayed steady and arrests for drugs increased; (2) More than a third of adults over age 25 lack even a high school degree; and (3) Student achievement still lags.
