Campaigning for Fair School Finance: Cases in Point.
League of Women Voters Education Fund, Washington, DC.
This report describes League of Women Voters citizen education campaigns concerning the financing of public schools. Launched in South Carolina, New Jersey, Idaho, Vermont, Missouri, California, and Maine, the campaigns were aimed at raising public awareness and interest in the issues and problems involved in funding public schools, thereby creating an atmosphere in which legislative reform could take place. In South Carolina, the citizen education campaign launched in 1973 was instrumental in defining the issues and developing grass-roots understanding that made reform legislation possible. In Missouri, a citizen education campaign helped prepare the way for a governor's conference on education that led to reform legislation. And in California, the education campaign helped increase public understanding of a major court ruling, sweeping new 1977 school finance legislation, and the school finance implications of a controversial constitutional amendment. The report details how the education campaigns were mounted, how they fared, and what can be learned from the experience. It explains the history of, and issues involved in, school finance reform and includes a chapter on 15 basic ingredients for a fair school finance campaign. (Author/JM)
