This guide is intended to aid New Jersey citizens concerned with the improvement of library media services based on the New Jersey Public Education Act of 1975, which provided for a thorough and efficient (TE) planning process to improve opportunities for all children. It is directed to the library media specialist, but can be used in teamwork effort among media professionals, superintendents, TE coordinators, teachers, administrators, PTA's, and interested groups. Patterned after literature already written, the TE provision is explained, and steps for local school district implementation of TE--goal development, establishing assessment objectives/goal indicators and standards, needs identification, developing and installing educational programs, evaluating educational program effectiveness, and budget review--are described. Appended with a select bibliography are excerpts from the law, worksheets, sample teacher and student opinion questionnaires, sample analysis and exercises, and a compliance checklist. (Author/KP)
