Investigated the stigma attached to child welfare services in the Netherlands, United Kingdom, and Spain. Found that stigma continues to be part of the experience of using and delivering such services, despite positive determination of policies in all three countries that this should not be so. Also found that the experience of stigma can, with certain efforts, be reduced. (EV)
