The Minnesota 2-year state plan presents a review of the existing service delivery system for: (1) the provision of services to persons with developmental disabilities and their families; (2) a continuing response to priority areas specified in federal legislation; and (3) development of a work plan leading toward development of a Three-Year State Plan for the Fiscal Years 1992-1994. The first section considers the definition and impact of developmental disabilities including the federal definition, Minnesota's application of the federal definition, incidence of developmental disabilities, effects on individuals and families, and the Developmental Disabilities Basic State Grant Program. Section 2 describes the Governor's Planning Council on Developmental Disabilities and Section 3 describes the Administering Agency for the Developmental Disabilities Council. Considered in section 4 is the state context including program environment in Minnesota, scope of services, state review process, state plan review, review of other state plans, and statewide service system review. Plan revisions in the areas of priorities, goals, objectives, and budget data are examined in section 5. Nine attachments include a summary of public testimony, two policy analyses concerned with state hospitals and the Welsch consent decree, briefing books for Minnesota policymakers, and quality assurance publications. In addition to a list of 60 references and 12 audiovisual productions, there is an annotated bibliography of 50 recommended publications. (DB)
