Minnesota Case Management Study/Executive Summary. Policy Analysis Series, No. 24

This study examined the current case management system in Minnesota and the functions performed by case managers. Data were collected from 206 case managers, 66 case manager supervisors, and 60 county directors of human services agencies. The questionnaires solicited information on different aspects of case management, including training, case manager to client ratios, case load compositions, barriers to effective case management services, and percentages of time spent on case management functions. Among the findings were: (1) the highest mean percentage of time was devoted to developing the individual habilitation plan and the second highest to recordkeeping; (2) the lowest percentages of time were devoted to intake and discharge responsibilities; (3) 80% of the case managers indicated that they had no formal coursework in case management; (4) the mean ratio of case manager to clients with developmental disabilities was 1:55, and ratio of case manager to total clients was 1:68; (5) 17% of supervisors reported that they carried a case load; (6) notable barriers to effective services included the amount of paperwork, heavy caseload size, staff shortages, lack of day program options, and insufficient funds. Strategies are recommended to improve case management services. (JDD)
