In 1988 the Minnesota State Board of Vocational Technical Education commissioned the development of standards to give direction to the improvement of library media services. To assess the need according to these standards and to provide a road map for needed changes, a consultant was hired in 1989 to do an in-depth all-campus study of library media resources and services. Findings from the study were measured against the criteria in two published documents for state and federal library media standards. These findings focus on four areas of library media programs: (1) collection and instructional materials; (2) information services; (3) instructional technology equipment and services; and (4) support staff, facilities, and equipment. It was concluded that much work needs to be done to achieve equity of access and to meet the needs of the newly restructured technical college system, including information services, information literacy instruction, and the use of telecommunications for instructional delivery, and to bring library media services to a level that meets accreditation requirements. Recommendations include increasing the number of professional and clerical staff; reorganizing media services to integrate information resources and instructional technology; increasing annual funding; providing the services of a library media specialist to assist in the development and improvement of library services and to aid the colleges in preparing for accreditation; and formalizing library media planning for technology utilization and information access on a state, regional, and local level.
