Partnership Initiatives Involving Vocational Technical Education in Minnesota.

This report presents case studies that examine more than 30 examples of public-private partnerships involving vocational-technical education in Minnesota. These case studies address the nature and scope of private sector involvement in vocational technical education in Minnesota, who benefits and why, conditions that contribute to successful private sector involvement, and what should be done to sustain and expand successful private sector involvement. Chapter 1 discusses the meaning and some of the dimensions, development patterns, objectives, and types of partnerships involved in vocational technical education. Chapter 2 examines the civic or grassroots partnership, which is distinguished by the simplicity of its agreement. Chapter 3 focuses on the partnerships represented by advisory committees for vocational programs. Multigenerational partnerships are addressed in chapter 4. These are arrangements that originated as simple civic partnerships and evolved over time into entirely new areas of voluntary cooperation. Chapter 5 tells of partnerships specifically designed to promote vocational equity by providing service to targeted populations and ensuring vocational equity. Chapter 6 focuses on complex statewide partnerships for which the community of interest is Minnesota as a whole. Chapter 7 returns to the four issues posed for this study and offers observations and conclusions. (YLB)
