The Interim Report on the Strategic Plan of the Minnesota Community College System, 1984-86 Biennium.

This report reviews the development of the strategic planning process for Minnesota community colleges, citing progress that has been made in achieving the goals established in "The Strategic Plan of the Minnesota Community College System" and offering revisions and modifications to the plan in light of ensuing developments. First, an executive summary discusses the strategic plan's goals of providing quality educational opportunities; developing cooperative relationships within the system and with other education providers; increasing educational opportunities; managing funds, staff, equipment, and facilities wisely; increasing the representation of women, minorities, handicapped, and Vietnam veterans within the staff; and strengthening efforts to inform the public. After section I outlines the purpose of the report, section II traces the development of strategic planning in the Minnesota community colleges, including information on legislative requirements, emphases of the initial planning report, and operation of the strategic planning process. Section III highlights accomplishments in the area of policy, operations, instruction, facilities, planning, staffing, and student services for each of the six goals of the strategic plan. In section IV, revisions to the plan are presented within the major theme of access to quality instruction and with respect to the following key issues: (1) increased attention to cooperation through intersystem planning; (2) continued expansion of access; (3) improvement of equipment and facilities; and (4) enrollment management. Appendices include relevant legislation, enrollment data, and fiscal and curriculum profiles. (LAL)
