The outgrowth of a strategic planning process initiated by the Minnesota Community College System (MCCS), this report includes mission and work statements for the system and explains plans for dealing with enrollment fluctuations over the next 10 years. Section I outlines the report's purpose, explains the organization of the strategic plan, and offers an overview of the MCCS, including its history, organization, enrollment, fiscal trends, tuition, admissions and retention policy, student profile, personnel, program offerings, and facilities. Section II focuses on the mission of the MCCS, considering the historical evolution of the community college mission, the MCCS's mission statement, the relationship of the community college mission to other postsecondary missions, and the Higher Education Coordinating Board's Dialog on System Missions. Section III looks at strategic planning in the MCCS in terms of reasons for initiating strategic planning, the strategic planning process, the work statement of the strategic plan, planning assumptions, and trends likely to affect the MCCS during the remainder of the century. After section IV explores the role of cooperation in the MCCS, section V explains how the colleges intend to adjust for enrollment fluctuations, particularly the decrease in postsecondary enrollments expected over the next 10 years.
