A Plan for Operating Post-Secondary Vocational-Technical Education during the 1980s. Executive Summary.

This document presents a brief summary of the long-range planning activities for vocational education. The first of four main parts describes the process (developing the plan), which involved describing present and past operation of the system, determining desirable system characteristics for the 1980s, and formulating recommendations and strategies to move the system to those desirable characteristics. Part 2 presents the mission of postesecondary vocational education. In part 3 are discussed these major planning themes and assumptions for the 1980s: a changing student body, a changing technology, a maturing Area Vocational Technical Institute staff, and energy/economic considerations. Section 4 contains 38 recommended actions in the area of operations that are divided into three levels/categories representing a continuum from major policy to operational issues. Responsibility for each recommendation is indicated, and a rationale is provided. (YLB)
