Teachers made economic gains in 18 of the 25 economically motivated teacher strikes occurring in Minnesota in 1981. Analysis suggests that school boards' prestrike offers strongly influenced strike activity, that public-sector bargaining is in an early developmental stage, and that labor markets for certified teachers are statewide.
