A Michigan Employability Profile. Report to the Governor's Commission on Jobs and Economic Development. Employability Skills Task Force Progress Report.
Michigan Governor's Commission on Jobs and Economic Development, Lansing.
To provide a common frame of reference, the Michigan Employability Skills Task Force created a working construct of employability skill categories. The draft framework extended beyond academic competence to include interpersonal, group, and adaptability skills. After task force discussions, the initial five skill categories were compressed into three: academic, personal management, and teamwork. Policy recommendations were made regarding establishment of a forum among education, government, and business to translate the employability skills profile into courses and training; use of the profile by the public employment and training system; and development of a plan to assess individuals based on the profile. The task force added more representatives from education, government, and the unions. Four standing committees were created: communications, legislative, education systems development, and assessment. The task force implemented policy recommendations; the standing committees focused attention on specific concerns; and the task force initiated a working structure to facilitate collaboration with state agencies. Three priorities were identified: legislative awareness; communications; and policy oversight. (Document includes 1988 and 1989 task force reports. The 1988 report contains 36 references, a working draft of the framework, and a list of task force members. Appendixes to the 1989 report include a list of task force members; results of a 1989 employability skills survey; report of an employability skills policy summit; and a state agency work plan.)
