This article features the Target Community and Educational Services program, a salaried arrangement that allows students at McDaniel College to complete their studies while living with, and managing, clients with developmental disabilities. In what is believed to be the only arrangement of its kind in the U.S., full-time graduate students agree to work for the nonprofit Target agency as Community Living Managers (CLMs) who oversee everything from medical care to social outings. The program began in 1983, when several parents who were disgruntled with the quality of care their children were receiving in local group homes approached Dr. Donald Rabush, then chair of McDaniel's special education department. The parents wanted to do two things: (1) To reduce the turnover rate in homes; and (2) To encourage people who really want to be in the field. The program proved to be a win-win situation for the graduates and for the clients they worked with.
