Institutionalizing Expanded Schools: Evaluation Findings from the Second Year of TASC's National Demonstration
Sinclair, Beth; Russell, Christina A.; McCann, Colleen; Hildreth, Jeanine L.
ExpandED Schools
Policy Studies Associates (PSA) is conducting a five-year evaluation of the implementation and impact of the national demonstration of a model for expanded learning time developed by "The After-School Corporation" (TASC). This model, called "ExpandED Schools," aims to transform the educational experiences of students in ways that will enhance their engagement in learning and in school, and ultimately will lead to improvements in academic performance. In 2012-13, the model was implemented in 11 schools in New York City, Baltimore, and New Orleans. The evaluation of the first two years of the national demonstration of ExpandED Schools (the 2011-12 and 2012-13 school years) focused on the implementation of TASC's model and on strategies used by schools and community partners to scale up and institutionalize expanded learning. Although some challenges remain, based on the findings from 2012-13 discussed in this report, ExpandED Schools demonstrated significant progress towards implementing the model with fidelity, including moving towards an expanded day for all students in the school, strengthening collaborations, offering balanced learning opportunities, and developing plans to sustain expanded learning. The findings in this report lay a strong groundwork for a study of the impact of ExpandED Schools planned for the 2013-14 school year. This next phase of the evaluation will examine the impact of ExpandED Schools on student academic mindsets, student engagement in school, and academic performance, and will explore the elements of TASC's model most strongly associated with these impacts. The following are appended: (1) Fidelity of Implementation Rubric; and (2) Student Academic Mindsets Survey 2012-13. [Additional assistance with the preparation of this report was provided by Pamela Stevens.
