Vocational-Technical Education Program Articulation and Linkages in Maryland.

A study examined the extent of cooperation and coordination between and among agencies and individuals responsible for job training, vocational-technical and occupational education programs, and supportive services in Maryland. Two methods of inquiry were used in the study. First, a questionnaire was mailed to the director or coordinator of vocational-technical education in each of the 24 local education agencies (LEAs) and deans of each of the 17 community colleges in the state. Responses were obtained from all the community colleges and 18 LEAs. Next, the principal investigator interviewed a number of individuals connected with vocational-technical education and Job Training Partnership Act private industry councils. The study showed that additional progress in the area of articulation has been made since a similar study was conducted in 1984. Eleven community colleges report permitting high school students to take vocational courses at college, and deans in nine community colleges have formal policy statements between their board and local school boards. The data collected show increased interest and activity in the area of program articulation, with 21 of 38 respondents indicating changes in the past 2 years and 27 of 39 expecting further changes over the next 2 years. Nevertheless, inadequate communication among program administrators and others regarding common programs and problems remains a major cause of delayed progress toward articuation and linkages among related programs.
