National Consortium for Research on Competency-Based Staff Development in Comprehensive Career Guidance. Final Report.

A consortium involving California, Maryland, Michigan, and Missouri was established to develop and field test preservice and inservice competency-based staff development modules for career guidance and counseling personnel. A center consisting of a university and the state department of education was established in each of the four states. The module topics and competencies were based on data collected from a staff-development needs survey and the recording of critical incidents of effective and ineffective behaviors at each of the centers. Staff members at the four centers developed and field tested a total of twenty-seven modules. The following conclusions were derived from the twenty-seven field tests involving 479 participants: (1) all participants increased their self-rating of competence; (2) ninety-five percent of the participants rated the instructional methods as very or somewhat effective; (3) on a five-point scale (where 1 was highest and 5 lowest), participants gave a rating of 1.85 on the content as applicable, 1.69 on the content as valuable, 1.80 on the modules' providing new knowledge, and 1.83 on recommendation of the modules to others; and (4) with revisions following field testing, all modules are ready for utilization.
